Degraded containment pressure suppression function during shutdown of reactor before outage period

During depressurization of the reactor, containment inspection was carried out and valves were opened to exchange the nitrogen atmosphere in wetwell. The pressure suppression function was then degraded, this operation is only allowed when the reactor is completely depressurized. This was caused by two conflicting instructions for atmosphere exchange.
Justification:
The event is regarded as degradation of defence-in-depth without an initiator. The pressure suppression function is inadequate in the case of a medium or large LOCA (unlikely probability). No additional factors.
