ERF description: Unit 3 at rated power. According to the test schedule diesel generators should be tested for 3 mins. without charge with start performed from emergency control room. During this planned check generator failed to start. It was revealed that the failure was caused by the breaker in position "off". It was not found why it was "off" and how long it lasted. In the most unfavourable case this situation could last maximum 14 days. Techspecs permit the unavailability of Dieselgenerator maximum 72 hours. After verification of all accompanying circumstances this event was classified as INES 1 - insufficiency in safety culture.
