RAPS unit-1 was already shutdown with H.T. system cold and depressurized. RAPS-2 was operating at 180 MW(e). At 0700 hrs shift changeover was done in morning and all the areas were manned adequately. Subsequently road blockade took place on the only approach road from colonies to plant site. Dy. C.S., TSS & MS had come to plant site before the blockade and were available at plant site. C.S., ENC(0) and other senior officers were available in the colony monitoring the situation and co-ordinating with District and state officials in dealing this law and order problem. Due to road blockade shift relievers could not come even by 2300 hrs of 6.1.92. So unit was shut down at 2342 hrs of 6.1.92.
