Introduction

International cooperation is a principle of the USSR foreign policy. Article 28 of the 
USSR Constitution reads that the Soviet Union pursues consistently the Leninist 
policy of peace, advocates the strengthening of the security of nations and broad 
international cooperation as well as consistent implementation of the principle of 
peaceful coexistence of states with different social systems.
General Secretary of the CPSU Central Committee M.S. Gorbachev in the Political 
Report of the CPSU Central Committee to the 27th Party Congress (February 25, 
1986) marked: "The course of history, of social progress requires ever more 
insistently that there should be constructive and creative interactions between states 
and peoples on the scale of the entire world. Not only does it so require, but it also 
creates the prerequisite political, social and material premises for it."
The Soviet Union was one of the first countries to begin rendering assistance to other 
countries in the peaceful uses of atomic energy. On December 4, 1954 the 9th Session 
of the UN General Assembly adopted unanimously the resolution on international 
cooperation in the application of nuclear power for peaceful purposes and on January 
18, 1955 the USSR published the governmental communication on "Rendering 
assistance to foreign countries in the establishment of nuclear physics research 
centres."
In April-June 1955, the USSR signed agreements with German Democratic Republic, 
Czechoslovakia, Romania and other countries on rendering assistance in the peaceful 
uses of nuclear power.
Since that time, our country has been participating actively and consistently in the 
international cooperation in the peaceful uses of nuclear power.
The Soviet Union cooperates with counties on the intergovernmental level, 
interdepartmental level, and at the level of individual organizations and institutions 
both on bilateral and multilateral basis.
