RADIOACTIVE DISCHARGES AND MONITORING OF THE ENVIRONMENT Radioactive Discharges Most industrial chemical plants discharge waste effluents to the environment. Each of British Nuclear Fuels' industrial sites is authorised to discharge radioactive wastes by the Authorising Departments, namely the Department of the Environment and Ministry of Agriculture, Fisheries and Food in England and by the Scottish Development Department in Scotland. The certificates of Authorisation impose limitations and conditions on the disposal of wastes such as the quantities of radioactivity permitted to be discharged, the samples to be taken and analysed and the records to be kept. In establishing radioactive discharge limits for BNFL’s operations, the Authorising Departments take account of the recommendations of the International Commission on Radiological Protection (ICRP), as expanded and interpreted by the UK National Radiological Protection Board (NRPB), and the advice of the Radioactive Waste Management Mvisory Committee (RWMAC). In 1986 no radioactivity limits for the discharge or disposal of waste effluent from, or at, any of BNFL’s sites were exceeded. There were further substantial reductions in discharges from the Sellafield site. Monitoring of the Environment The Company carries out extensive monitoring of the environment inside and outside BNFL sites. Over10,000 samples are taken and analysed every year in order to assess the radiation doses to members of the public. These samples include air, water, soil, sand, seaweed, fish, shellfish, milk and vegetation. Some members of the general public are identified by the Authorising Departments as being subject to the highest radiation doses from BNFL discharges. Such a group of people is known as a 'critical group'. Special attention is paid to the environment of critical groups and their consumption of foodstuffs so that their exposure to radiation is closely monitored. As a consequence of the reductions in discharges there were further reductions in the dose to the critical group eating seafoods in West Cumbria. It is emphasised that members of the public generally, in the vicinity of BNFL sites, receive radiation doses which are much less than those identified for the critical groups. The Effects of Chernobyl As soon as radioactivity from the Chernobyl accident reached the UK, the BNFL sites Implemented special monitoring programmes as a contribution to the UK programme. The contribution from Chernobyl to the doses to the BNFL sites' critical groups was marginal except at Sellafield where, due to very high rainfall in West Cumbria, the levels of radioactivity deposited from Chernobyl were amongst the highest in the UK. For one critical group Chernobyl contributed a greater dose than did Sellafield's discharges.
