Introduction The Rijnhuizen programme on thermonuclear fusion research is part of the European Fusion Programme (EFP). The programme comprised work on transport physics, nonlinear electron dynamics and Magneto Hydro Dynamic events at RTP as well as TEXTOR (FZ-Jülich). The latter in the framework of the Trilateral Euregio Cluster (TEC), which collaboration gained momentum. Especially the allocation of funds for sizeable investments in Jülich boosted enthusiasm. The Rijnhuizen management acknowledges here the contributions of several millions of guilders from each of the following contributors: the Ministry of Education, Culture and Science, the Research Organization NWO and the foundation FOM itself. When Euratom support has been obtained in 1998 and 1999 Rijnhuizen has the funds to build a second version of a Free Electron Maser with an output power of 2 MW, several seconds pulse length and tuneable between 100-200 GHz. Moreover an exciting set of advanced diagnostics will be built for TEC.
