Greenpeace International EXECUTIVE SUMMARY Throughout the nuclear age, the proliferation of nuclear weapons has depended on the spread of "dual use" nuclear technologies and materials. Despite the close relationship between civil nuclear technology and materials and nuclear weapons proliferation, the production of nuclear weapons usable material will soon increase beyond the levels produced during the entire Cold war. The 1990s will see a large-scale campaign to legitimize the trade in nuclear weapons materials - particularly plutonium - produced in commercial reprocessing facilities. Authoritative evidence shows that so-called civil grade plutonium is able to be used either directly or following further processing in nuclear weapons. Likewise, plutonium fuel (mixed uranium/ plutonium oxide) MOX can also be used in nuclear weapons.
