Vol. 3, No. 1 EXECUTIVE SUMMARY The future economic viability of existing nuclear power plants is an issue which has received increasing attention in the financial community in the past year. Beginning in the late 1980s, several reactors have been shut down prematurely because they cannot compete on the basis of cost with alternative means of meeting electric utility customer needs. In the next few years, we expect economic pressure to continue to grow on marginal nuclear units due to enactment of the Energy Policy Act of 1992 which is intended to promote development of an independent power industry and competition in the wholesale electric market. Also, nuclear plants must continue to pass economic muster as more states implement integrated resource planning processes which will put utilities with high operating costs at a competitive disadvantage.
