Foreword Opposition to nuclear power was at its strongest worldwide during the 1970s, when construction work started on many new reactors, and growth-economy romanticists looked ahead to a couple of thousand reactors by the year 2000. Before Chernobyl, it could well appear that opposition to nuclear power had declined, but this was an illusion depending on the fact that the growth of nuclear power has slowed dramatically. Japan and France are the only countries outside the communist bloc where new reactors have been ordered in the 1980s. At present it seems that nuclear power is dying a natural death. In the USA no new reactor has been ordered since 1978. The number of cancellations has reached 112, while only 95 reactors are running. In 1984 ten partly finished reactors were cancelled. The owners' combined investment in these projects was 10.2 billion dollars. Many nuclear power companies in the USA have been threatened by bankruptcy. Of the 25 or so reactors which are still under construction, about ten are threatened with cancellation.
