Halt the Dangerous Plutonium-based Nuclear Program of Japan!

If someone tries to creep past your house with a ticking time bomb, naturally
there is reason for concern.

Spokesperson for the Foreign Ministry of Argentina on plans to transport
plutonium from France and Britain to Japan by ship,
1 October 1992

1. Death of Superphenix

The new French Premier Jospin, on 19th of June, announced the closure of
Superphenix, the largest Fast Breeder Reactor in the world. After the start of its
operation in 1986, it has been repeatedly stopped because of troubles such as 200
tons of sodium leakage or the mixture of oxygen into sodium tanks. It is said that
for 11 years it was operated in full-power only for 278 days!
The French government had changed the purpose and planned to rebuild the reactor
of the Superphenix from commercial to a research reactor. But at last the new cabinet
regained its common sense to put an end to this dangerous and uneconomical project.
Undoubtedly, Superphenix which cost FFr 60 billion (US $10 billion) must be the
worst scandal in French history and the decision of its closure is a great victory for
the environmental and anti-nukes movement not only in France but also around the
world.
We Japanese anti-nukes movement welcome Premier Jospin' s announcement as
an announcement of total failure of plutonium utilizing project and hope it will
lead Japan to close its absurd nuclear development.
