PREFACE

The Report of the Energy Survey of India Committee (1965) which represented the 
first attempt to take a comprehensive view of the country's energy problems and 
made projections of energy demand and supply for the 15 years period from 1965 to 
1981, stressed that it would be "desirable to keep constantly under review the trends 
of energy consumption and to reformulate policies as circumstances change". This 
recommendation was reiterated in almost identical terms by the Fuel Policy 
Committee in 1974. The Working Group on Energy Policy (1979) also felt that 
energy planning and policies were matters which required continuous attention. 
The report of the Committe on Power (1980) also stressed the point that since 
power projects have long gestation periods - of sometimes even more than 10 
years - it was necessary to formulate plans for power development on the basis of 
a perspective of 15 to 20 years and to build Five Year Plans into such perspectives.
It was in this context that the Advisory Board on Energy set out in 1984 to make 
energy demand and supply projections for the next twenty years. These projections 
were discussed earlier this year with a number of persons who are familiar with one 
or more aspects of the energy situation. The present report represents the results of 
all these efforts.
There can obviously be no finality about such an exercise for circumstances of 
supply and demand can and, indeed, must undergo some changes over a period of 
two decades. However, the central message contained in these projections is loud 
and clear and is to the effect that our energy problems are acute in nature and likely 
to get accentuated with the passage of time, unless we take the most resolute and 
sustained steps to tackle them.
We feel that this publication would have served its purpose if it results in a keener 
appreciation of the energy crunch in which we find ourself today and leads to an 
informed debate on the steps which need to be taken on the most urgent basis if we 
are to avoid even more serious shortages in the future.
