A. Introduction

Probably there has never been a report in the scientific literature in recent times 
that has received more scrutiny, detailed review and criticism than the article 
"Radiation Exposures of Hanford Workers Dying from Cancer and Other Causes" 
by Mancuso, Stewart and Kneale. (1) I was editor of the journal Health Physics 
when this paper was published in the November, 1977, issue and received 
considerable flak from some health physicists for having accepted this paper for 
publication, although prior to publication it had been reviewed by four well-
qualified reviewers and the authors had made the suggested changes and met the 
criticisms of the reviewers with one exception, viz. a complaint by one of the 
reviewers that the dosimetry at Hanford was not reliable. I overruled this 
complaint, and the paper was published. This action on my part was not an 
indication that I consider dosimetry unimportant in such a study. To the contrary, 
I consider it to be exceedingly important and a vital part of this study because 
no estimate of cancer risk from low-level exposure can be more reliable than 
the dose measurements on which the risk is based.
