Background and organization

The four power utilities in Sweden that generate electric power in nuclear power 
plants are Forsmarks Kraftgrupp AB, Vattenfall (the Swedish State Power Board), 
OKB AB and Sydsvenska Varmekraft AB.
These companies are joint owners ofSKB, the Swedish Nuclear Fuel and Waste 
Management Company, whose functions include the planning, construction, owning 
and operation of systems and facilities for the management and disposal of spent 
nuclear fuel and radioactive waste.
According to Swedish law, the responsibility for safe management and final disposal 
of the radioactive waste in Sweden lies with the nuclear power utilities. Supervision 
and inspection to ensure compliance with the relevant regulations and requirements 
are exercised by the State, primarily through the Swedish Nuclear Power Inspectorate 
(SKI), the National Institute of Radiation Protection (SSI) and the National Board for 
Spent Fuel (SKN).

SKB has developed and built a special system for sea transport of spent fuel and 
radioactive waste and is currently building a central interim storage facility for 
spent nuclear fuel- the CLAB -as well as a final repository for the low-level and 
intermediate-level waste from the reactors- the SFR.
Later- around the year 2010-a final repository will be built for the spent fuel which 
is intermediately stored in the CLAB.
Small quantities of radioactive waste from industry and health care, as well as from 
the Studsvik research facility, will also be disposed of in the SFR.
For the time being, the waste produced at the nuclear power plants is being stored 
at the nuclear power stations. Radioactive waste from other radiological activities is 
being treated and stored temporarily at Studsvik.
In June 1983, SKB obtained a licence from the Government to build the SFR facility
at Forsmark. The work began in the autumn of 1983, and the repository is scheduled 
to begin receiving waste in 1988.
