Nuclear Free Local Authorities Annual Report 1997/98 1. Organisation, Staffing & Services 1.1 Meetings In the year to the 1998 AGM the NSC met on five occasions: 5 December 1997 6 March 1998 22 May 1998 17 July 1998 14 October 1998 In between these meetings the Chair, Officers and Advisers have met to review project progress. Forums, NFLA(Scotland) and the Arms Conversion Project have met regularly throughout the year. A separate Annual Report of the Arms Conversion Project is available on request. 1.2 Membership NFLA membership continues to hold firm after the rapid recovery following the impact of Local Government Reorganisation in April 1996. In the year to October 1997 NFLA membership increased from 102 Councils to 115. Current membership at October 1998 is 11 0 Councils with a further eight Councils actively considering affiliation. A full listing of NFLA supporting authorities at October 1998 is given at Annex A. 1.3 Staff and Advisers The NFLA Steering Committee Secretary, Stewart Kemp, (100% FTE) continues to receive general administrative support from the Environment and Development Department of Manchester City Council. Additionally (w.e.f. May 1998) the Secretary has secured the services of Clare Frisby who provides dedicated administrative support on a 40% FTE basis. The NFLA Steering Committee retains the legal services of Jamie Woolley, principal solicitor with Sheffield City Council, on an 80% FTE basis. His work underpins much of the practical policy initiatives of the NFLAs. Resources have permitted the policy, research and consultancy services of Fred Barker to be retained on a 40% FTE basis. The NFLA Steering Committee also draws on the advice of NFLA (Scotland)'s policy adviser, Mike Townsley particularly on issues affecting Scotland. Invaluable support and advice to the NFLA Steering Committee has been provided by the Secretaries to the English Forum (Liz Westmorland, Leeds City Council), Wales Forum (Helen Everard, Vale of Glamorgan Council), and NFLA Scotland (Carol Dickson, Glasgow City Council). The support provided by Scott Bowen, Vale of Glamorgan Council, during the absence of Helen Everard on maternity leave, was also very much appreciated.
