EXECUTIVE SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

Introduction

During the process of privatising the electricity supply industry, the government was 
forced to face the reality of the costs of nuclear power. Their decision, in November 
1989, to withdraw the nuclear power industry from privatisation was the only sound 
option. Their insistence, however, on continuing with the construction of Sizewell B 
shows that the lessons of the past thirty years have not been fully learnt. The lessons 
of the past indicate that Sizewell B should be abandoned now (see paras 11-12, 66-70, 
75-80). There could also be an economic case for closing some or all of the Magnox 
reactors in the near future (see para 13). And, finally, we must learn from our past 
failures of decision-making and radically improve the way we analyse and implement 
energy policies in the future.

This Summary of the book, The Economic Failure of Nuclear Power in Britain, 
covers the key facts in the economic history of nuclear power in Britain over the last 
three decades, catalogues the many wrong decisions and describes the lessons to be 
learnt, which should inform future decision-making on this complex issue.

The Recommendations of the book are:

That the government, on the basis of the economic facts contained in this report, 
should consider abandoning Sizewell 8 immediately;

That the government obtain the relevant facts about the current and prospective 
(avoidable) costs of the Magnox reactors, and also the Advanced Gas Cooled 
Reactors (AGRs), and consider the case for closure on economic grounds and to 
reduce the magnitude of the future waste handling task;
