INTRODUCTION In 1985, no limits for the discharge of radioactivity at any of BNFC’s sites were exceeded. Total discharges from all BNFL operations were substantially reduced, mainly due to new plant commissioned at Sellafield. Average doses to the general public continue to be negligible-about one thousandth of the dose received from natural sources. Some members of the general public, who live close to BNFL sites, are identified by the Authorising Departments as being subject to the highest radiation dose from BNFL discharges. Such a group of people is known as a 'critical group'. Special attention is paid to the foodstuffs; and environment of critical groups so that their exposure to radiation is closely monitored. Occupational safety, too, continues to receive major attention by the Company. The average radiation dose to Company employees for whom dose records are kept continues to be less than 5 millisieverts (mSv)-less than 10% of the legal limit. 75% of these employees received doses lower than this level and the fraction receiving more than 15 mSv continues to diminish. The rate of industrial injuries in BNFL is, according to the most recent comparative data available, similar to or less than the chemical industry average. RADIOACI'IVE DISCHARGES Most industrial chemical plants discharge waste effluents to the environment. British Nuclear Fuels' industrial sites are authorised to discharge radioactive wastes by the Department of the Environment, Ministry of Agriculture, Fisheries and Food or the Scottish Development Department as appropriate. These authorisations impose limitations and conditions relating to the methods of waste disposal and the quantities of radioactivity permitted to be discharged, the samples to be taken and analysed and the records to be kept. In establishing radioactive discharge limits for BNFL’s operations, the Government takes account of the recommendations of the International Commission on Radiological Protection (ICRP), as expanded and interpreted by the UK National Radiological Protection Board (NRPB), and the advice of the Radioactive Waste Management Advisory Committee (RWMAC). Each of the BNFL industrial sites has at least one certificate of authorisation overing radioactive liquid discharges. Further authorisations cover airborne discharges and the disposal of solid radioactive wastes. MONITORING OF THE ENVIRONMENT The Company carries out extensive monitoring, both in respect of the Company's employees and the public and of the environment inside and outside BNFL sites. Over 10,000 samples are tlken and analysed every year in order to assess the radiation doses to members of the public, and to keep other pathways under review. These samples include fish, shellfish, silt, seaweed, air, milk and vegetation.
