INTRODUCTION

Japanese electricity utilities have been working in close co-operation with the French 
nuclear industry for over 20 years. One of the key areas of co-operation has always 
been the production and use of plutonium. Large amounts of spent nuclear fuel have 
been shipped to France for plutonium separation. The first return shipment of highly 
radioactive waste arrived in Japan at the end of April 1995. Two large shipments of 
plutonium have so far been transported back to Japan in 1984 and 1992. But the 
quantities shipped back correspond to about 17% only of the total amount of 
plutonium that has been separated at La Hague so far.

What happens to the Japanese plutonium in France? While there is considerable 
protest against French plans to resume nuclear testing in the Pacific, the question 
seems particularly pertinent : Is there any guarantee that Japanese plutonium does 
not actually end-up in the French nuclear weapons program ?
