FOREWORD Christopher Roosevelt President, The Oceanic Society Almost two years ago, a panelist of another Oceanic Society forum on nuclear power and the marine environment, said: "The sea disposal, seabed emplacement option is considered more and more as a viable option at the international level. Both the International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) are working on the problem and are developing a framework for conducting -- not banning -- sea disposal. They are planning on more of it. This is coming across to us in the United States. Right now, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are both seriously looking at this waste management option." Today, almost two years later, the situation has not changed dramatically.
