Background Nuclear Power Plants (NPP) with VVER 440/230 and RBMK type reactors in Central and Eastern Europe (CEE) continue to pose major environmental and economic problems for the operating countries and for the EU accession prospects of Lithuania, Bulgaria and the Slovak Republic. In June 1997, the European Commission published Agenda 2000, which focused on the importance of nuclear safety, stating that "the problem of nuclear safety in some candidate countries causes serious concerns to the EU, even independently of enlargement, and should be urgently and effectively addressed". Implementation of short-term measures of the safety upgrading programmes reduce some of the seriousness of deficiencies in design, quality and safety culture, bringing the plants to a level of safety tolerable only for a limited period of operation. The Western European Nuclear Regulators Association (WENRA), which in March 1999 issued the "Report on Nuclear Safety in EU Applicant Countries", found that these reactors cannot be upgraded to standards acceptable for long term operation. This is in line with the Bank's Nuclear Safety Agreements with Lithuania and Bulgaria.
