International Initiative to help Improve nuclear safety At their Munich Summit (6-8 July 1992), the G-7 heads of state and government offered the countries of central and eastern Europe and the former Soviet Union a multilateral programme of action to improve safety in their nuclear power plants. By 1992, a considerable amount of work had already been done to improve the safety of Soviet-designed nuclear reactors by the countries concerned, sometimes in cooperation with Western experts. The International Atomic Energy Agency (IAEA) had paved the way to mutually agreed assessments of safety problems for different types of reactors. The European Union and a number of bilateral donors were providing technical assistance to improve operational safety, and were cooperating with the still fledgling nuclear safety authorities. However, these efforts appeared to be insufficient to enable countries that operate Soviet-designed reactors to bridge the gap between international safety practices and expectations, and the existing level of design, maintenance or operation of their nuclear power plants. For this reason, the G-7 proposed a multilateral programme of action. This was to comprise immediate measures for: operational safety improvements; near-term technical safety improvements to plants, based on safety assessments; and enhancement of regulatory regimes. It was also to create the basis for longer- term safety improvements by considering the scope for replacing less safe plants by the development of alternative energy sources and the more efficient use of energy, and by upgrading plants of more recent design.
